With Iowa DNR director Chuck Gipp warning that water rationing is on the table should the drought worsen, the possibility of a restricted water supply for at least part of 2013 is very real. However, as Iowa Ag Secretary Bill Northey points out, Iowa law is hazy as to how water rationing is to be handled.

Because Iowa more often sees flooding than drought, there’s no real historical precedent for rationing water; according to Secretary Northey, it’s still too early to even determine the criteria that would trigger such widespread water rationing.
